Focus is on children in the foster care system, who move into the Texas Department Criminal Justice Custody for "crimes" committed while in Texas Department of Children & Family Services (CPS), and represented by court appointed attorneys.

According to the Judge Rotenberg Educational Center (JRC) web site, "In January 2006, the Massachusetts Department of Education (DOE) conducted a full program review of the Judge Rotenberg Educational Center, Inc. (“JRC”). DOE issued its final report of the review in February 2007 and JRC has since worked to develop a corrective action plan that would meet DOE’s standards and regulations. Call Judge Rotenberg Educational Center, Residential Treatment Center, Institutional placement advertised as, "A Special Needs School In Canton, Massachusetts Serving Ages 3-adult. For 40 Years JRC Has Provided Very Effective Education And Treatment To Both High-functioning Students With Conduct, Behavior, Emotional, And/Or Psychiatric Problems And Low-functioning Students With Autistic-like Behaviors."
JRC appears to have a license to operate at least 25 "houses."
